A new DPDK release candidate is ready for testing:

Less than 200 patches were integrated.
The release notes were updated:

Some highlights of 19.02-rc2:
- new library for IPsec
- RFC4115 trTCM in meter library
The next release candidates are planned to be small,
and should be out every end of week.
Please prepare your patches for 19.05, announce your roadmap,
and take time to improve our tests and tools.
If you still have some time, please review some patches,
it will increase your karma :)
