This is the first release on dpdk.org !
As it is based on version 1.2.3, its number is 1.2.3r1:

It includes some patches from 6WIND which were not integrated in 1.2.3 release from Intel.

Changelog:
	- allow drivers for multiport NICs (e.g. Mellanox ConnectX-3)
	- allow some drivers to run without loading igb_uio
	- export blacklist and driver information
	- improve precision of TSC usage (including on VMware ESXi)
	- fix access to huge page with high address
	- fix build for Linux 3.8
	- fixes for test applications
	- fixes for different compilers
	- add makefile rules to build shared libraries
