Hi all,
Here is a new stable release:

This LTS release contains ~150 fixes from main branch
up to DPDK 24.07.
Thanks to the authors who helped with backports and to the
following who helped with validation: Nvidia, Red Hat and Intel.
This is the penultimate release in the DPDK 21.11 LTS series.
