A new DPDK release candidate is ready for testing:

Highlights of 24.07-rc1:
- pointer compression library
- AMD Pensando ionic crypto driver
- UADK compress driver
- Marvell Odyssey ODM DMA driver
- more cleanups to prepare MSVC build
Please test and report issues on bugs.dpdk.org.
DPDK 24.07-rc2 is planned in at least 2 weeks.
