Hi everyone,

We have created some procedures that the new ethernet layer tests will go
through to test different functions.

MTU Checks: https://bugs.dpdk.org/show_bug.cgi?id=426
Promiscuous Support: https://bugs.dpdk.org/show_bug.cgi?id=427
Hardware Checksum: https://bugs.dpdk.org/show_bug.cgi?id=428

We believe that these tests can be implemented in DTS, but we will let
everyone know if we run into difficulties.
Please feel free to add any corrections or ask questions if you are
confused about anything.
