While reviewing the tests that are running on the uploaded patches, one of our
team found that the compilation of the dpdk is ignoring the MLX5 as the
Mlx5Devx.h is missing.
common/mlx5:      missing dependency, "mlx5devx.h"
Ref patch: https://lab.dpdk.org/results/dashboard/patchsets/30758/

Most likely that the upgrade from Windows server 2019 to 2022, missed the
installation of the Devx_SDK, that can be installed as a component from the
Nvidia WinOF-2 package that can be found here:
