Why the following tasks marked as “Not Applicable”?

This is to root cause if something is wrong in scripts if we find out valid
reasons for each to be “Not Applicable” can close the defect.

I've added the Accepted status to no longer be marked as Not Applicable (and
internally inactive). I've also updated the active status for some older
accepted patches that were previously marked inactive.
