For now, only compilation is working on windows, we need compilation with meson
and clang.

Later, we would like to run unit tests, it will be in a different request.

The frequency should be per patch, should run on the main repository.

In the details of the patch work the name should be ci/windows

There is a Windows Server 2019 compilation in the community lab.

More compilation tests could be added.
