Setup pipelines to automatically run Coverity testing using DPDK account. 

More information is required for:
* How access the Coverity Testing using DPDK account / resources?
* Which DPDK branches / patches should this be run for / against (likely every
patch/branch does not need to be run)?

Pipeline job has been put into production.
The job runs once every Monday, Wednesday, and Friday at 9:00AM Eastern Time so
that we can watch over it.

Job is named Ubuntu18.04-Coverity-Pipeline in Jenkins.

It runs the latest Coverity 2019.03 from the website, with commands
"meson -Dexamples=all build" and "cov-bin ninja -C build" before uploading
results back to the website.
