Ensure the compile jobs are using c-cache where possible. Focus first on the
bare-metal environments. This can also be enabled for the build/unit testing.
In the container environments, we can live with 1 cache per container host,
shared between the containers running there, but we don't need to enabled
sharing between hosts (i.e. via NFS or something more complicated).
