Current build testing is using Fedora 31. This is EOL now.

Intel CI tests currently maintained Fedora 33. Suggest updating UNH CI build
testing to use Fedora 34 when it is released at the end of April 2021, so there
is coverage for both maintained Fedora releases.

Note, there are some build issue Bzs [1] raised on Fedora 34, so I would expect
build warnings until they are fixed.
