Patch authors can miss CI failures because reports from
dpdk-test-reports@iol.unh.edu are only sent to the test-report@dpdk.org mailing
list, and not to them as well.
Authors will have a better chance of noticing the failures when they are
notified by CI directly via email.

This issue have been fixed, when patch build failed or smoke test failed, the
report will send to the patch submitter directly.

Lingwei only fixed the issue in Intel CI, not dpdklab in unh.
Intel is making effort to align with community as much as possible.

Snice the request is to UNH, so reopen the ticket.
