Dockerfile and shell build script

Deploy aarch64 clang compile and unit test jobs.

The attached build/execution assumes dpdk is mounted onto the container, e.g.:

IMAGE=ubuntu20.04/dpdk_clang_aarch64 # the dockerfile is inside ubuntu20.04 dir
docker build -t ${IMAGE} -f ${IMAGE}.Dockerfile .
docker run --rm -it -v $HOME/workspace/dpdk/dpdk:/dpdk -v /usr/src:/usr/src:ro
${IMAGE} /compile_test_clang.sh
