In order to align name with other PCI driver flag such as
RTE_PCI_DRV_NEED_MAPPING and to reflect its purpose, change
RTE_PCI_DRV_IOVA_AS_VA flag name as RTE_PCI_DRV_NEED_IOVA_AS_VA.
