[dpdk-dev] [PATCH] net/octeontx: meson build fix if octeontx drivers are disabled

Add a condition to check if octeontx drivers are disabled.
octeontx drivers are built only if dependent drivers i.e.
ethdev, mempool and common/octeontx are enabled.
