There is no meson build option to switch to using 16B descriptors in the i40e driver, since we are really trying to limit the build-time configurability in meson. However, you should be able to enable it by setting "-DRTE_LIBRTE_I40E_16BYTE_RX_DESC" in CFLAGS before calling meson.
