Added support for below new devices:

ICE_DEV_ID_E822L_BACKPLANE      0x1897
ICE_DEV_ID_E822L_SFP            0x1898
ICE_DEV_ID_E822L_10G_BASE_T     0x1899
ICE_DEV_ID_E822L_SGMII          0x189A

The patch also reordered items in pci_id_ice_map to align with
ice_devids.h
