For net/mlx4 and net/mlx5, remove unnecessary wmb for Memory Region
cache.
v2:
1. keep the order of dev_gen and global cache (Slava Ovsiienko)
2. remove the wmb at last instead of moving it forward
3. remove atomic_thread_fence patches
