[PATCH v3 1/3] app/testpmd: restore ixgbe bypass commands

Since the switch to meson, ixgbe bypass commands were ineffective as the
RTE_LIBRTE_IXGBE_BYPASS build flag was not set, even though the
net/ixgbe driver had this feature compiled in.
