Minutes of Technical Board Meeting, 2023-May-3

NOTE: The technical board meets every second Wednesday at 
https://meet.jit.si/DPDK at 3 pm UTC.
Meetings are public, and DPDK community members are welcome to attend.

NOTE: Next meeting will be on Wednesday 2023-May-17 @3pm UTC, and will be 
chaired by Thomas.


Agenda Items
============

1) Notices for 23.11
--------------------

Changes LTS release in November need to have deprecation notices
in the current release.
Bruce will send update on C compiler C11 standard requirement.

2) Website minutes archive
--------------------------

Missing TB minutes on website since start of the year.
Stephen will send final copy of January minutes.

Missing CI minutes as well.

3) Library acceptance policy
----------------------------

Under review, please send feedback to mailing list.

4) Flow parse library
---------------------

Good idea, but no contributor has volunteered to do the work
to make the flow parse library in testpmd into a public API.

5) Bugzilla
-----------

Bugzilla for DPDK is active, but there is no regular monitoring or
status reports. The current maintainer is inactive and a new maintainer
is needed. No one was willing to volunteer at this time.

Bugzilla has API's an tools for this, just not being used.

Sample current report of open bugs is:

6) Userspace event
------------------

Final discussions are ongoing for DPDK Userspace event
in Dublin on 12-13 December.

The original hotel proposed in Dublin, is now busy. The Gibson
Hotel is proposed as the alternative since it is modern and has
space.

The conference will be two days, with a TB informal meeting before
the event.  The CFP will be out in next couple of weeks.

The DPDK budget has a surplus due to Covid and lack of events
over the last few years. The Governing Board has approved using part
of this surplus to cover travel expenses for the GB and TB members
to go to the Dublin event (up to $3000). Details in other GB mail.


7) Marketing group
------------------

DPDK marketing group is (re)starting.
First meeting on 10 May 2023 at 11:30 EDT, 16:30 UTC
