New field ID OUT_IPV6_TRAFFIC_CLASS for IPv6 was defined and will be used
by both IPv6 ECN and DSCP.
To apply the new ID and keep backward compatibility with different RDMA
core and FW releases
1) detect the support of the new ID in RDMA core and FW.
2) apply the new ID if possible otherwise, keep using the old ID.
