The mempool cache size of mbuf is set to
RTE_MEMPOOL_CACHE_MAX_SIZE as default. This patch allows
users to configure the cache size by "--mbcache", and limits
the parameter to a maximum of RTE_MEMPOOL_CACHE_MAX_SIZE.
