This patch adds the ‘link_period’ devargs to adjust the link update
period (microseconds), when the value is less than or equal to 0
it will be disabled, by default it is not enabled.
This patch is based on DPDK 24.07.0
[b3485f4293997d35b6daecc3437bb0c183a51fb3], for customer cherry-pick.
