[PATCH v9 3/3] dts: add Rx Tx offload test suite

Add mbuf_fast_free portion of rxtx offload testsuite from legacy dts
to next dts. The testsuite expects mbuf fast free to be enabled by
default and verifies configuration of this Tx offload capability.
