[dpdk-dev] [PATCH 0/2] add mlx4 release notes

Following John McNamara's changes we've noticed that mlx4 release notes were
missing from DPDK 2.0.0. This patchset adds them retroactively and also
provides mlx4 release notes for DPDK 2.1.0.
