Update the test status for Intel part. Till now dpdk23.11-rc2 test execution rate is 40%. found one new issue.

1. Bug 1326 - rxtx_offload/txoffload_port: tx_offload switch is opposite to expected  -> not fix yet

Update the test status for Intel part. dpdk23.11-rc2 all test execution is done. found four new issues.

New issues:
1. Bug 1326 - rxtx_offload/txoffload_port: tx_offload switch is opposite to expected  -> has been fixed
2. Bug 1327 - [dpdk-23.11] tso/tso_tunneling: tunnel tso setting to not take effect -> no fix yet
3. Igb can't rss when turn on vlan extend -> Intel dev is under investigating
4. cryptodev_qat_raw_api_autotest is failing only on SPR platform -> Intel dev is under investigating
