You cannot bind DPDK to the i40e kernel driver.
Try the following:
./dpdk/usertools/dpdk-devbind.py -b igb_uio 0000:00:09.0
or
./dpdk/usertools/dpdk-devbind.py -b uio_pci_generic 0000:00:09.0
