[dpdk-dev] DPDK meson build failed on Windows

Hi,
I got DPDK compiled on Windows, but suddenly I got this error when
compiling DPDK on windows again. (And I don't know why it worked
before...)

Tested on main branch 45633c460c.
I also tried meson 0.55.0 but still failed. Any suggestions for
debugging or fixing it?
