Subject: I am not able to see .rte_config file

EAL: Detected 12 lcore(s)
EAL: Detected 1 NUMA nodes
PANIC in rte_eal_config_attach():
Cannot open '/var/run/.rte_config' for rte_mem_config

I am using DPDK 18.05.1 version.
When I used this DPDK in a VM, I am not able to init the EAL subsystem.
When it is in a Appliances I am able to do.
Question is, who is creating the .rte_config file ?
Is there any specific command required for that.?

Note : Huge Page craetion is successful.
