Hi Igor,
As I know, 8.15 is not validated by DPDK team, the recommended matching list is validated.
Why did you use FW 8.15 with DPDK 20.11? How about updating FW to FW 8.30? the matching DPDK version is 21.05 & 21.08.
And if there's any problem during using Intel NIC, you can find Intel PAE for help first.
