Hardware and System info:
   NIC: Intel 82599 4*10G NIC
   SFP modle: 1000BASE-T SFP transceiver (Finisar FCLF8521P2BTL)
   System: CentOS 7.2
   DPDK version: 20.08

Operation: 
1. plug in the 1000BASE-T SFP module
2. Start testpmd
3. Connect the cable to a switch or another NIC

Result:
1. For the first port (the top port) of the NIC: 
    The Link state is always DOWN and the LED on the NIC is always off. 
    But the link is up and the LED in on for the peer NIC(or switch).
2. For the other 3 port of the NIC: 
    The behaviour is normal.

I test on two Intel 82599 4*10G NICs, the test result are the same.
And I test with Linux Kernel driver with the same case, the behaviour is nomal
for all 4 ports.
So it is not a harware issue.
