[dts] [PATCH V2] tests/flags unbind devices to DPDK

[yaobing <bingx.y.yao@intel.com>]

this test just wants to make sure the memory allocation and
 de-allocation behavior in clean running environment,so not 
having any devices bound to DPDK should be the prerequisite 
for running this test
