[dts] [PATCH] [PATCH V1]tests: add power unit test

Some more power feature are added in recent DPDK release.So add related
unit test case into DTS.
The new power unit has test bench requirement. The DUT need be configured
to support ACPI driver. Otherwise, the test case will fail.
