+Port Config Fixed Link Speed in drivers Tests

+Description
+===========
+Test whether support fixed link speed in drivers and "port config speed" command works properly.
+Setting exact link speed makes sense if auto-negotiation is disabled. Fixed flag is required 
+to disable auto-negotiation.
+
