[dts] [PATCH] tests/l3fwdacl: try to use highest available method

If DPDK version is GE then 20.11.0, then add " --force-max-simd-bitwidth=0"
EAL parameter for l3fwd-acl invocation.
It will ensure that l3fwd-acl will also use highest avaialble on
that HW ACL classify() method (unless manually ovrwritten by '--alg').
