[dts] [PATCH V2] test_plans/cvl_dcf_switch_filter_test_plan.rst: Remove actions vf id 0 test case

[Nannan Lu]

Remove actions vf id 0 test case, since the datapath has been enabled
for dcf, so dcf can receive packet now.
