Return values for different types of failures can help CI systems catch more
errors. DTS should return different exit status codes for the following:
1) build failures
2) python exceptions
3) failure to start the testpmd application
4) any other?
(This is calling for fixing the framework only, test cases will be fixed as
they are added to reviewed list)
