I identified the issue (missing link) in 18.08 version document and doc = in Git master branch. So I confirmed the status of this tickt to "CONFIRMED". 2. If I remember correctly, SPP does NOT rely on patchwork during processing patch. (committer look up SPP ML manually and accept and commit it to maste= r=20 branch if those are acceptable).
