Note it hasn't been pushed to http://dpdk.org/browse/dpdk-stable yet.
It will be pushed if I get no objections before 05/09/18. So please

IXGBE vector PMD was re-enabled for 32 bits, but only for gcc.
This commit enables it for icc too.
