This patch enable add multicast address for iavf.

To maintainer:
The patch has not been merged in main repo yet, the "upstream commit"
is copied from dpdk-next-net-intel, i will update it in v2 when its
merged if necessary.
btw, I know this is not a fix, but this is requested by an important
customer that will use DPDK 19.11 LTS, meanwhile this patch just enable a
eth_dev op in AVF, it has low risk to give any side effect.
