    event/cnxk: use WFE in Tx flow control wait
    
    Use WFE is Tx path when waiting for space in the Tx queue.
    Depending upon the Tx queue contention and size, WFE will
    reduce the cache pressure and power consumption.
    
    In multi-core scenarios we have observed up to 8W power reduction.
