   I working with the DPDK 20.08. I'm need to build a reduced set of PMD drivers for network devices.
   Is there a way to select what driver (-s) will be built?
   I cannot use meson and -Ddisable_drivers.

In your case, you need to set CONFIG_RTE_LIBRTE_xxx_PMD=n in .config
for the drivers you don't need.
You can also create config/defconfig_my and use T=my
(useful to share the config changes e.g. within a team).
