Hi, I'm seeing an issue with the ConnectX-5 where occasionally the
rte_eal_init cannot see some of the ports on the cards:

EAL: PCI device 0000:bf:00.0 on NUMA socket 1
EAL:   probe driver: 15b3:1017 net_mlx5
EAL: PCI device 0000:bf:00.1 on NUMA socket 1
EAL:   probe driver: 15b3:1017 net_mlx5
net_mlx5: unable to allocate switch domain: No such device
net_mlx5: probe of PCI device 0000:bf:00.1 aborted after encountering an
error: No such device
EAL: Requested device 0000:bf:00.1 cannot be used

As you can see, one of the interfaces is detected and loaded just fine, but
the other reports an error. Is the card possibly bad?
