In a different threads you mentioned that RSS doesn't work, but here even the meter doesn't work.
What's the difference?
In you work with VF you need to define it as trusted.

Can anyone please guide me why I am unable to run metering with Mellanox VF . (connect x6-Dx)
$ sudo ./build/app/dpdk-testpmd -l 1,2,3,4,5,7,9,11,13,15,17 -n 4 -a 04:01.2 --file-prefix=vf1 -- -i --rxq=8 --txq=8 --port-topology=chained --nb-cores=8 --rxd=4096 --txd=4096 --disable-rss
testpmd> add port meter profile srtcm_rfc2697 0 0 1000 1000 0 0
cause unspecified: Meter is not supported (error 1)
