Add flow_classify_autotest program.

Set up IPv4 ACL field definitions.
Create table_acl for use by librte_flow_classify API's.
Create an mbuf pool for use by rte_flow_classify_query.

For each of the librte_flow_classify API's:
add bad parameter tests
add bad pattern tests
add bad action tests
add good parameter tests

Initialise ipv4 udp traffic for use by the test for
rte_flow_classif_query.
