This patch could be split into multiple patches in a patchset to make it easier to review.
One way to split:
1. Rx adapter API
2. Telemetry changes for Rx adapter
3. Test changes for Rx adapter API
4. Tx adapter API
5. Telemetry changes for Tx adapter ?
6. Test changes for Tx adapter API
7. Document update.
