I think this is because a series applied, http://patchwork.dpdk.org/project/dts/list/?series=15990
This series changed pass/fail determination to percentage.

Hi Lijuan,
We haven't deployed that revision of DTS yet, so the failure is not being
caused by that patch application on DTS. For DTS, it requires a manual
roll out in the lab, so the version is stable, while the DPDK patches (the
variable being tested) move forward.
