Summary: During Q1 2021, the Community CI group agreed to move the test metric
from an absolute requirement (i.e. a difference of X pps causes a fail) to a
percentage based metric (i.e. a difference of X% from the baseline for that DUT
causes a fail). 

* Completed Q1 Story: Create migration plan to document all changes required to
lab database, migration, and job runners, and deployment changes for DTS
change. 
*Completed Q1 Story: Add Dashboard plots for additional hardware running in the
lab. 
* Q2 Story: Test and deploy DTS patch / changes for percentage changes.  This
will also require a migration of the database store the percentage metric,
along with a conversion of older data.
* Q2 Story: Update Dashboard plots to show the percentage based metrics.
