I tried it on my local server, it works fine.
Did you set this value
"/sys/kernel/mm/hugepages/hugepages-16384kB/nr_overcommit_hugepages" ?
It should be the same value as "
/sys/kernel/mm/hugepages/hugepages-16384kB/nr_hugepages" on ppc64le.
