Six commands are added in testpmd to support configuring
hash functions. They are,
* i40e_get_sym_hash_ena_per_port
* i40e_set_sym_hash_ena_per_port
* i40e_get_sym_hash_ena_per_pctype
* i40e_set_sym_hash_ena_per_pctype
* i40e_get_filter_swap
* i40e_set_filter_swap
